Good PV! SASAC: All central enterprises must complete the carbon peak plan by the end of 2022
Recently, SASAC held a video conference on promoting the work of carbon peak and carbon neutralization of central enterprises to deploy the work of actively and steadily promoting carbon peak and carbon neutralization. Peng Huagang, member of the Party Committee and Secretary General of SASAC, attended the meeting and delivered a speech. Zhuang Shuxin, Deputy Secretary General of SASAC, presided over the meeting.
The meeting required that all central enterprises should deeply understand the significance of doing a good job of carbon peak carbon neutralization, fully and accurately implement the new development concept, and vigorously and orderly promote the key work of carbon peak carbon neutralization. The meeting stressed that all central enterprises should, in accordance with the requirements of the State owned Assets Supervision and Administration Commission, formulate a carbon peak action plan in a scientific and reasonable manner and "one enterprise, one policy", focus on promoting the transformation and upgrading of the industrial structure, adjusting and optimizing the energy structure, strengthening the innovation, promotion and application of green low-carbon science and technology, and promoting the synergy of pollution reduction and carbon reduction; It is necessary to strengthen organizational leadership, compact work responsibilities, pay close attention to organization and implementation, ensure results, and give play to the leading role of central enterprises.
The meeting interpreted the Measures for the Supervision and Administration of Central Enterprises on Energy Conservation and Ecological Environment Protection and the Guidelines for the Preparation of Central Enterprises' Carbon Peak Action Plan. Comrades in charge of relevant departments and bureaus of SASAC attended the meeting in the main venue, and those in charge of central enterprises attended the meeting in the branch venue.
Previously, according to China's environmental report, the Social Responsibility Bureau of SASAC solicited opinions from various central enterprises on the Guidelines for the Preparation of Central Enterprises' Carbon Peak Action Plan (Draft for Comments) (hereinafter referred to as the Guidelines). The SASAC will further revise and improve the Guidelines, print and implement them according to procedures, and organize central enterprises to complete their own carbon peak action plans by the end of 2022.
According to statistics, nearly 20 central enterprises have officially released the carbon peak action plan or work plan, and other enterprises are also speeding up the preparation of the plan.
The Social Responsibility Bureau of SASAC pointed out that nearly 20 central enterprises have issued carbon peak action plans or work plans, but there are still some problems.
On the whole, there are still some problems in the preparation of the carbon peak action plan by central enterprises:
1. Some enterprises have not comprehensively sorted out and calculated their carbon emissions, and the preparation of carbon peak plan lacks data basis;
2. Some enterprises do not fully consider their own industrial layout and development stage, and the carbon peak target set lacks scientific basis;
3. Some enterprises did not make great efforts to promote industrial transformation, and the proposed peak carbon emissions increased significantly compared with the current level;
4. Some enterprises have not studied the path of carbon emission reduction in depth, and no practical measures have been proposed in the plan.
In November 2021, the State owned Assets Supervision and Administration Commission issued the Guiding Opinions on Promoting the High Quality Development of Central Enterprises and Doing a Good Job of Carbon Peak and Carbon Neutralization, making arrangements for central enterprises to formulate and implement carbon peak action plans.
According to the Guide, the main content is composed of seven parts, totaling 32 articles. The first part is the general requirements, which defines the scope of application of the Guidelines, the positioning, preparation principles, preparation scope and duration, preparation subject and procedures, and results requirements of the carbon peak action plan of central enterprises.
The second to sixth parts are the specific requirements for programming. The second part is "basic preparation", which requires enterprises to accurately calculate carbon emissions data before the preparation of the plan, fully sort out and study important policies, strengthen the analysis of internal and external situations of enterprises, and consolidate the foundation for the preparation of the plan. The third part is "goals and strategies", which focuses on defining the general objectives, industry specific objectives, and strategic route setting requirements in the enterprise's carbon peak action plan. The fourth part is "key tasks" And put forward the key tasks to support the carbon peak goal, including but not limited to the optimization of industrial structure and layout, green low-carbon transformation of energy, resource conservation and efficient utilization, green low-carbon infrastructure construction, green low-carbon recycling transformation and other 12 items. The fifth part is "major engineering projects", which requires enterprises to specify the basic information of major energy conservation and carbon reduction projects planned to be implemented and the expected carbon reduction benefits in the plan. The sixth part is "safeguard measures", which guides enterprises to put forward requirements in the plan from the aspects of overall planning, leadership, capital security supervision and management, internal assessment, publicity and education to ensure the implementation of the plan.
The seventh part is "evaluation and demonstration", which requires enterprises to fully absorb the opinions and suggestions of all parties, organize evaluation and demonstration, and formally submit it to the Social Responsibility Bureau of SASAC after being reviewed and approved by the board of directors of the group company.
Since August 1, 2022, the State owned Assets Supervision and Administration Commission of the State Council has issued the Measures for the Supervision and Administration of Central Enterprises' Energy Conservation and Ecological Environment Protection (hereinafter referred to as the Measures), which will be officially implemented.
The Measures put forward that the work of energy conservation and ecological environment protection of central enterprises should perform the following duties: establish and improve the reward and punishment system for energy conservation and ecological environment protection assessment of central enterprises, implement annual and tenure assessment, and incorporate the assessment results into the management performance assessment system for the person in charge of central enterprises.
The Measures also require that the central enterprises should put forward scientific and reasonable term assessment indicators and target recommended values according to the relevant national policies on energy conservation and ecological environment protection, the characteristics of the industry in which the enterprises are located, and the level of energy conservation and ecological environment protection, as well as the international and domestic advanced level of the same industry.
The SASAC incorporated the assessment results of energy conservation and ecological environment protection of central enterprises into the management performance assessment system of the heads of central enterprises, reviewed the assessment indicators and target recommended values of energy conservation and ecological environment protection of central enterprises during their tenure, and specified them in the management assessment responsibility letter of the heads of central enterprises during their tenure.
The insiders said that the link between the assessment indicators of energy conservation and ecological environment protection of central enterprises, including carbon emissions, and the assessment of responsible persons would form a clear direction, which would help to promote the leaders of central enterprises to establish a correct view of political achievements and development, pay more attention to the construction of ecological civilization and the implementation of the "double carbon" strategic objectives, and provide them with more solid organizational and institutional guarantees.
